What is the best OS for Web development

    There is no 'best'. Use whatever you're comfortable with.

    Totally depends. I prefer Arch with i3 since I'm so much more efficient with it than Windows. Try out a bunch and see what you like.

    Windows will not work well at all. Some stuff straight up won't work on it, like flowtypes.
    I use Ubuntu myself but I guess anything Unix like would work

    I'd avoid windows for web dev. Node mostly works on windows, but since most of the web is hosted on Linux you may find basic compatibility issues for some packages. Osx or Ubuntu are probably your best bets in terms of ease of use and compatibility.

    At minimum you may find docs for how to set up things on windows to be sparse.
