Why put a 'button' in if the entire thing's click-able?

    B. It emphasises the point that it is clickable, otherwise may look like a header banner?

    The best part is, when the button does a different thing, then the clickable whole area.

    Call to actions are not about you clicking it, it's about knowing what you should do when you see one. People will still click the button when they otherwise would have not clicked anywhere at all.
